Rhodora Bucoy

Starting Point

Rhodora Bucoy is a retired Associate Professor of Political Science, Development, and Gender Studies at the University of the Philippines (UP) in Cebu. She obtained her degree in Political Science with honours (cum laude) from Mindanao State University (MSU) in Marawi. She also holds a Master of Arts in Political Science and a PhD in Philippine Studies, with a core concentration in Women and Development and Political Science, from the University of the Philippines, Diliman.

Peace Journey

Dr. Bucoy is a recognised Gender and Development (GAD) champion, human rights advocate, practitioner, and educator. She is among the pioneers in incorporating GAD into the university curriculum, which paved the way for the creation of gender-related courses. She served as Chairperson of UP Cebu’s Social Sciences Division from June 2005 to June 2011.

She also played a lead role in establishing the Sidlak Gender Resource Centre in Central Visayas in 2003. The centre was established by the Philippine Commission on Women (PCW) in response to the need for a more focused and well-coordinated implementation of GAD training programmes in Region VII. She was also a member of the Regional Development Council Sub-Committee on GAD. Currently, she serves as the Vice President of the United Nations University Regional Centre of Expertise on Education for Sustainable Development in Cebu.

Success Stories

Dr. Bucoy’s unwavering efforts in human rights and women’s advocacy have made her a recipient of various awards, including the Human Rights Defender’s Award by the Task Force Detainees of the Philippines, the Justice German Lee Awards for Transformative Leadership, and the Tatak UP Alumni Award for Outstanding Public Service in Women's Empowerment.

With a distinguished career spanning several decades, she has made significant contributions to academic research, teaching, and advocacy in the fields of political science, gender studies, and development. Throughout her tenure at the UP Cebu, she was highly regarded for her expertise in social and political issues, particularly those related to women's rights, social justice, and community development. Her academic journey and research have influenced generations of students and professionals, shaping discussions on gender equality, governance, and the development of marginalised communities in the Philippines. 

Beyond her role as an educator, Dr. Bucoy has been actively involved in various initiatives to promote social change, equity, and women's empowerment in both academic and grassroots settings. Her retirement marks the culmination of a remarkable career dedicated to shaping minds and advancing the cause of gender equality and inclusive development.
