Engr. Baintan Adil-Ampatuan

Starting Point

Engineer Baintan Adil-Ampatuan earned a Bachelor of Science in Civil Engineering from Notre Dame University. After graduating, she became a licensed Civil Engineer and Career Service Professional. In 1994, she obtained a Master of Professional Studies in Development Management, focusing on Public Affairs. In 2021, she completed her Senior Executive Master's in National Security Administration from the National Defence College of the Philippines, receiving recognition for her achievements. Following this, she became a commissioned reserve officer in the Philippine Army with the rank of Lieutenant Colonel.

Peace Journey 

Engr. Adil-Ampatuan has extensive expertise in autonomous government operations, advancing from Development Management Officer to Executive Director of the Regional Planning and Development Office in the Autonomous Region in Muslim Mindanao (RPDO-ARMM). With considerable experience in project planning, budgeting, and execution, she has contributed significantly to the ARMM by developing various regional plans, including the ARMM Transition Report.

She was a legislator for over five years and a development planner for over 20 years. She has been among the 80 presidential appointees in the Bangsamoro Transition Authority (BTA) Parliament since February 2019. As a Member of Parliament, she is the vice-chairperson of the Committee on Finance and a member of eight other committees, including Rules, Ways and Means, Agriculture, Public Works, Education, Health, Women, Youth, Children, Vulnerable sectors, and Labour. In 2014, she received the Regional Outstanding Lady Executive award from the Civil Service Commission-ARMM. She has also participated in numerous training programmes in the Philippines and abroad, focusing on leadership development in the USA and Japan. She has also visited Timor-Leste, Canada, Germany, the Netherlands, and more for disaster risk reduction and management programmes.

Success Stories

As of December 2023, Engr. Adil-Ampatuan authored 43 bills and 101 resolutions, 31 of which were adopted by the Parliament. She represents the government as co-chair of the Joint Task Force on Camps Transformation (JTFCT), which contributes to peace efforts within the socio-economic cluster of the Inter-Cabinet Cluster Mechanism on Normalisation.
