Attorney Sha Elijah B. Dumama-Alba is a member of the Bangsamoro Transition Authority (BTA) and serves as Floor Leader of the Bangsamoro. She earned a Bachelor of Arts degree in Public Administration from the University of the Philippines and a Law degree from the San Beda College. She holds a Master’s Degree in Public Management from the Development Academy of the Philippines. She placed third in the 2018 Special Shariah Bar Examinations. She was also listed in several distinguished fellowships, such as the Asia Foundation Development Fellow and the Salzburg Global Fellow.
She also served on the Civil Service Commission of the Autonomous Region in Muslim Mindanao (ARMM). She was part of the Coordinating Team for Transition, which drafted the Transition Plan from the Autonomous Region in Muslim Mindanao (ARMM) to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Moreover, she advocates for autonomy through strong political will and effective governance. In 2013, she played a key role in assisting the Bangsamoro Transition Commission (BTC) in drafting the Bangsamoro Basic Law, now known as the Bangsamoro Organic Law. The Moro Islamic Liberation Front (MILF) entrusted her with the responsibility of presenting the BBL to Congress which she views as one of the defining highlights of her legal career. Although the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) took considerable time and encountered various challenges, she takes pride in her contribution to this pivotal achievement in the peace process.
She chairs the Committee on Rules and is Vice-Chairperson of the Committee on the Bangsamoro Justice System. Since March 2019, she has been the Bangsamoro Attorney General, focusing on the Shari’ah and Tri-Justice Systems. She served in the Secretariat for the Intergovernmental Relations Body and as Deputy Executive Director of the Bangsamoro Transition Commission.

She was the first Bangsamoro Attorney General and co-leader of the Intergovernmental Relations Body, which fosters collaboration between the National and Bangsamoro Governments. She is also a member of the Philippine Bar and the Shari'ah Bar. Her dedication to justice drives her commitment to a functional, accessible, and reliable justice system that enhances public trust and confidence.
